On October 29–30, Baker Tilly Academy and the PPP Center will jointly host a training course titled “From Investment Idea to Implementation: Public-Private Partnerships (PPP) in the Kyrgyz Republic.”

How can an investment idea be turned into a real project? What opportunities do PPPs offer businesses and the government? How can the government and private investors build an effective and mutually beneficial partnership?

We will explore PPPs from two perspectives: that of the private investor and that of the public partner.

Albina Rakhmidinova, Partner and Head of Baker Tilly Bishkek Legal, will explain what PPPs are, the opportunities they offer businesses, and the private investor’s journey—from developing an investment idea and preparing a project to signing a PPP agreement with a public partner.

Albina has extensive experience providing legal support for major PPP and investment projects in Central Asia and the Middle East.

A guest expert from the PPP Center under the National Investment Agency under the President of the Kyrgyz Republic will present the public partner’s perspective: how the government initiates and prepares PPP projects, the procedures involved, the government support mechanisms available, and how cooperation with private investors is structured.

The PPP Center is a public institution that helps government bodies and businesses prepare PPP projects and attract private investment in infrastructure.

Particular attention will be given to practical application. Using project examples, we will examine the key stages of PPP preparation and implementation, the allocation of risks and responsibilities between partners, and common challenges faced by the government and businesses.

PPPs are not only a mechanism for infrastructure development but also an opportunity for businesses to participate in long-term investment projects in partnership with the government.
