On reducing the amount of fees for state registration (re-registration) of legal entities

Decree of the Cabinet of Ministers of the Kyrgyz Republic dated October 7, 2022 No. 560 amended the Resolution of the Cabinet of Ministers of the Kyrgyz Republic dated August 23, 2022 No. 470, which previously established the amount of fees for state registration (re-registration) and registration of the termination of activities of legal entities and their branches (representative offices). Thus, the amount of fees for state registration (re-registration) of legal entities, branches (representative offices) within the period established by the legislation of the Kyrgyz Republic was reduced from 507 to 200 soms; financial and credit institutions, non-profit organizations, as well as branches (representative offices) of financial and credit institutions, foreign and international organizations – from 457 to 100 soms; and for state registration of the termination of activities of legal entities, branches (representative offices) – from 526 to 200 soms.

The registration fees for expedited registration remain the same.

On the minimum amount of the authorized capital of non-banking financial and credit organizations

From July 1, 2023, the minimum authorized capital for newly opened non-banking financial and credit organizations should be:

for microfinance companies:

– not attracting deposits – at least 300 million soms;

– applying for the right to receive time deposits from individuals and legal entities — at least 600 million soms;

for microcredit companies – at least 50 million soms;

for credit unions:

– not having a license to attract deposits – at least 2 million soms;

– having a license to attract deposits – at least 5 million soms;

for housing and savings credit companies – at least 600 million soms;

for guarantee funds – at least 700 million soms.

On the approval of the production calendar and working hours for 2023

By the order of the Ministry of Labor, Social Security and Migration of the Kyrgyz Republic of September 30, 2022 N 153, the production calendar and working hours for 2023 were approved in order to provide methodological assistance to organizations and enterprises.

The average monthly number of working hours for determining the hourly tariff rate is approved in the amount of:

with a 40-hour working week – 164.5 hours;

with a 36-hour working week – 148.8 hours;

with a 24-hour work week – 99.2 hours.

On determining the requirements for labeling goods in the Kyrgyz Republic

In order to ensure the protection of domestic producers and consumers from counterfeit products, strengthen the administration of unrecorded / smuggled movement of goods and reduce the shadow turnover, by Resolution of the Cabinet of Ministers of the Kyrgyz Republic dated October 18, 2022 No. 570, the Regulation on labeling of goods in the Kyrgyz Republic was approved, which determines the general requirements for labeling goods.

The Decree also approved the List of individual goods subject to mandatory labeling for tax purposes in the territory of the Kyrgyz Republic, and the timing of the introduction of mandatory labeling.

It has been established that economic entities apply marking means on goods produced, imported/imported, sold on the territory of the Kyrgyz Republic, subject to mandatory labeling, in accordance with the approved Regulations and carry out the circulation of unmarked goods on the territory of the Kyrgyz Republic before the deadline for introducing a ban on the sale of unmarked goods, specified in the List.

On the introduction of a temporary ban on the export of coal from the territory of the Kyrgyz Republic by road

Decree of the Cabinet of Ministers of the Kyrgyz Republic dated October 24, 2022 No. 581 introduced a temporary ban, for a period of six months, on the export of coal from the territory of the Kyrgyz Republic by road (with the exception of checkpoints on the Kyrgyz-Chinese state border “Irkeshtam road” and “Torugart road”).
