On the introduction of a temporary moratorium on inspections of business entities

In order to create favorable conditions for the development of private entrepreneurship, improve the investment climate, support the economic activities of business entities, ensure their legal protection, prevent unreasonable interference in the activities of business entities, increase responsibility and ensure the openness of the activities of law enforcement and regulatory authorities when inspecting business entities, By Decree of the President of the Kyrgyz Republic dated November 21, 2022, UE No. 380, the Cabinet of Ministers of the Kyrgyz Republic was instructed to introduce a temporary ban (moratorium) on inspections of small, medium and large businesses, as well as commercial banks, conducted by law enforcement agencies and authorized bodies that have the right to conduct inspections of business entities , for the period from January 1, 2023 to December 31, 2023.

On simplifying the system for issuing residence permits to certain categories of foreign citizens

In order to introduce a simplified system for issuing a residence permit to foreign citizens, by Resolution of the Cabinet of Ministers of the Kyrgyz Republic dated November 16, 2022 No. 627, it is determined that a foreign citizen (with the exception of citizens of states bordering the Kyrgyz Republic), who has invested more than 10,000,000 soms in the economy of the Kyrgyz Republic, has the right apply for a residence permit without complying with the conditions for the duration of stay.

The total term for consideration of materials on temporary residence permits for these foreign citizens should not exceed 14 working days.

On the introduction of a temporary ban on the export (export) of scrap, waste and ingots of ferrous metals from the Kyrgyz Republic

Decree of the President of the Kyrgyz Republic dated November 14, 2022, No. 375, effective December 1, 2022, established a temporary ban, for a period of six months, on the export (export) from the Kyrgyz Republic of scrap and waste of ferrous metals, ferrous metal ingots for remelting (charge ingots).

It was determined that the processing of scrap and waste of ferrous metals, ingots of ferrous metals for remelting (charge ingots) is carried out exclusively on the territory of the Kyrgyz Republic.

On the introduction of temporary state regulation of coal prices

In order to curb the growth rate of coal prices, timely stable supply of coal to the population during the autumn-winter period of 2022/2023, by Resolution of the Cabinet of Ministers of the Kyrgyz Republic dated November 2, 2022 No. 594, temporary state regulation of coal prices in the territory of the Kyrgyz Republic was introduced for a period of 90 calendar days with the establishment of the maximum price.

On amendments to some legislative acts of the Kyrgyz Republic in the field of social insurance

The Law of the Kyrgyz Republic of November 4, 2022 N 101 approved the rates of insurance premiums for small and medium-sized businesses, including peasant (farm) enterprises operating with the formation of a legal entity, individual entrepreneurs who have a total amount of revenue for the last 12 months, following in a row, does not exceed, equals or exceeds 8,000,000 soms, but not exceeding 30,000,000 soms.

The law changed the rates of insurance premiums for non-profit cooperatives, public funds, public associations, homeowners’ associations, religious organizations and their employees.
