In order to implement the provisions of the Code of the Kyrgyz Republic on non-tax revenues related to the procedure and amount of payment of the state fee, the Resolution of the Cabinet of Ministers of the Kyrgyz Republic dated May 11, 2022 No. 251 establishes the maximum amount of the state fee collected from lawsuits submitted to the court in civil disputes – no more than 50,000 times the size of the calculated indicator.

In light of the Resolution of the Cabinet of Ministers of the Kyrgyz Republic dated April 14, 2022 No. 208, the Cabinet of Ministers of the Kyrgyz Republic decided:

To approve in the official language the Agreement on the Formation of the Council of Chairmen of the Supreme (Higher) Courts of the Member States of the Commonwealth of Independent States, signed on October 15, 2021.

Designate the Supreme Court of the Kyrgyz Republic as the body responsible for the implementation of the said Agreement.

On approval of the Regulations on the administration of goods imported into the territory of the Kyrgyz Republic in order to implement measures aimed at increasing the stability of the economies of the member states of the Eurasian Economic Union

In order to implement measures aimed at increasing the stability of the economies of the member states of the Eurasian Economic Union, in accordance with the Decision of the Council of the Eurasian Economic Commission “On Amending Certain Decisions of the Commission of the Customs Union and on Approving Lists of Goods Imported into the Customs Territory of the Eurasian Economic Union for the Purposes of implementation of measures

aimed at increasing the sustainability of the economies of the Member States of the Eurasian Economic Union” dated March 17, 2022 No. 37, The Cabinet of Ministers of the Kyrgyz Republic decided:

To approve the Regulation on the administration of goods imported into the territory of the Kyrgyz Republic in order to implement measures aimed at increasing the stability of the economies of the member states of the Eurasian Economic Union.

On measures to implement the requirements of the provisions of the Tax Code of the Kyrgyz Republic, as well as the norms of Annex 18 to the Treaty on the Eurasian Economic Union

The Cabinet of Ministers adopted a number of documents on the implementation of the requirements of the Tax Code, as well as the norms of Annex 18 to the Treaty on the Eurasian Economic Union.

On measures to ensure the accounting of goods in the framework of trade with the member states of the Eurasian Economic Union upon import (import) into the Kyrgyz Republic

In order to create favorable conditions for the development of trade and economic relations, ensure an increase in export potential, accounting for goods in the framework of trade with the member states of the Eurasian Economic Union when imported (imported) to the Kyrgyz Republic, determining the date of registration, the Cabinet of Ministers of the Kyrgyz Republic decided:

Approve the procedure for ensuring the accounting of goods in the framework of trade with the member states of the Eurasian Economic Union upon import (import) into the Kyrgyz Republic in accordance with Annex 1;

Approve the list of goods and the recommended minimum norms for the importation of goods for which there is no requirement for mandatory execution of shipping documents (an international waybill – CMR or an accompanying waybill, invoice) transported by individuals through the points of registration of goods in the framework of trade with the member states of the Eurasian economic union when importing (importing) into the Kyrgyz Republic (hereinafter – goods registration points) for personal use, according to Annex 2.

On approval of the digital som concept

As part of the implementation of the National Development Program of the Kyrgyz Republic until 2026, the Resolution of the Board of the National Bank of the Kyrgyz Republic dated May 25, 2022 No. 2022-P-14/32-3-(PS) approved the Concept of digital som. The Concept proposes to consider the possible role of the digital som in monetary circulation on the basis of the proposed two-level retail model of the digital som prototype and defines the main approaches to the possible implementation of the digital som prototype.

On the signing of the Decree “On improving the civil aviation management system and measures to develop aviation communications in the Kyrgyz Republic”

As noted in the decree, in order to improve the management system and ensure the development of civil aviation, increase the level of aviation services for the population within the country and on international routes, the state will contribute to “fulfillment of the requirements of the economy and the population in the air transportation of passengers, baggage, cargo and mail.”

The state will also be required to create favorable conditions for “safe, regular and efficient air transportation, aviation special works and the development of the civil aviation services market.” Moreover, on the basis of the decree, the State Civil Aviation Agency under the Cabinet of Ministers of the Kyrgyz Republic (hereinafter referred to as the State Civil Aviation Agency) was established on the basis of the Department of Civil Aviation under the Ministry of Transport and Communications of the Kyrgyz Republic.
