On approval of the uniform standards for customs operations and customs control
Uniform standards for customs operations and customs control have been approved.
Uniform standards establish a unified procedure for the actions of the customs authorities of the Kyrgyz Republic, carried out in the process of moving goods and vehicles across the customs border of the Eurasian Economic Union. The standards contain specific indicators reflecting the level of achievement and fulfillment of established requirements.
The resolution comes into force on April 1, 2025.
On the introduction of a temporary ban on the export of scrap and waste ferrous metals from the Kyrgyz Republic
A temporary ban for a period of six months has been introduced on the export from the Kyrgyz Republic of scrap and waste ferrous metals, ferrous metal ingots for remelting (charge ingots), classified under code 7204 of the EAEU.
The resolution comes into force after fifteen days from the date of official publication.
On the adoption of additional measures to improve the efficiency and de-bureaucratization of the civil service system
Decree of the President of the Kyrgyz Republic was adopted on March 10, 2025 UP No. 83.
In accordance with the Decree, the Minister of Justice of the Kyrgyz Republic Ayaz Batyrkulovich Baetov was appointed director of the National Institute of Strategic Initiatives under the President of the Kyrgyz Republic concurrently. In the period until October 1, 2025, he is entrusted with the authority to coordinate and ensure interaction of government bodies in the implementation of tasks to improve the efficiency and debureaucratization of the civil service system of the Kyrgyz Republic.
The Decree comes into force on the day of its official publication.
On measures to create a special investment territory with a special legal regime and an independent international center for dispute resolution using English law in the Issyk-Kul region
Decree of the President of the Kyrgyz Republic was adopted on March 17, 2025 UP No. 92.
In accordance with the Decree, it was instructed to consider it necessary to create a special investment territory with a special legal regime and an independent international center for dispute resolution in the Issyk-Kul region using the norms and principles of the English legal system, as well as other jurisdictions of the common law system.
In addition, an interdepartmental expert working group was created under the Cabinet of Ministers of the Kyrgyz Republic to coordinate the activities of state bodies and local governments on the implementation of the tasks set out in the Decree.
The Decree comes into force on the day of its official publication.
On the ratification of the Framework Agreement on the Organization of Private Sector Operations between the Kyrgyz Republic and the OPEC Fund for International Development
The Law of the Kyrgyz Republic “On Ratification of the Framework Agreement on the Organization of Private Sector Operations between the Kyrgyz Republic and the OPEC Fund for International Development, signed on August 22, 2024” was signed.
In accordance with the Framework Agreement, the OPEC Fund has the right to carry out activities in the territory of the Kyrgyz Republic stipulated by the Agreement Establishing the OPEC Fund of January 28, 1976 (as amended). This includes, in particular, providing loans and/or guarantees to finance projects, acquiring shares of local companies, borrowing funds within the framework of national legislation, as well as storing, using and disposing of such funds, including maintaining accounts in any currency.
The OPEC Fund has the right, at its sole discretion, to make decisions on financing private sector projects. The terms of such financing depend on the level of risk and market factors, are determined individually and can start from 1.5%.

Amendments have been made to the Law of the Kyrgyz Republic “On Regulatory Legal Acts of the Kyrgyz Republic”
According to the Law, all draft regulatory legal acts must be posted on the Unified Portal for Public Discussion of Draft Regulatory Legal Acts of the Cabinet of Ministers of the Kyrgyz Republic.
The law has reduced the period of public discussion to 15 calendar days, and in the event of organizing additional events aimed at increasing the effectiveness of public discussion, the period of public discussion may be reduced to 10 calendar days.
