On the introduction of a temporary ban on the export (export) of certain types of agricultural goods from the Kyrgyz Republic

Ban on the export of onions and garlic from the Kyrgyz Republic lifted. In order to support domestic producers of onion and increase the export potential of the republic, the Cabinet of Ministers of the Kyrgyz Republic of 3 March 2023 lifted 111 the previously imposed ban on the export (export) of onions, garlic and other bulbous vegetables from the Kyrgyz Republic, fresh or chilled.

Decree enters into force on the date of official publication.

On the introduction of a temporary ban on the export (export) of mineral fertilizers from the Kyrgyz Republic outside the customs territory of the Eurasian Economic Union

The Cabinet of Ministers of the Kyrgyz Republic has imposed a temporary ban, for six months, on the export (export) from the Kyrgyz Republic outside the customs territory of the Eurasian Economic Union (except for international transit and humanitarian assistance provided by the Cabinet of Ministers of the Kyrgyz Republic) mineral fertilizers, introduced after 5 days from the date of entry into force of this Decree.

Decree enters into force after seven working days from the date of official publication.

The introduction of quantitative restrictions on the export from the territory of the Kyrgyz Republic of precious metals and raw materials containing precious metals

The Cabinet of Ministers of the Kyrgyz Republic shall impose quantitative restrictions on the export from the territory of the Kyrgyz Republic of precious metals and raw materials containing precious metals, in accordance with the customs procedure by illegal processing outside the customs territory unilaterally.

Restrictions are imposed for a period of six months on product items 7106, 7107 00 000 000 0, 7108, 7109 00 000 0, 7111 00 000 0 TN FEA EAEU in the amount of not more than 500 kg.

Decree enters into force after seven days from the date of official publication.

Extension of the pilot project on the marking of certain types of goods by means of digital identification.

The digital administration of excise tax for excise goods subject to mandatory and/or voluntary digital identification marking in the territory of the Kyrgyz Republic the decree was extended until 30 June 2023.

The decree is subject to official publication and will enter into force on 1 October 2022.

Adoption of measures to stimulate the development of youth entrepreneurship

In order to stimulate the development of youth entrepreneurship, and ensure the launch and further promotion of business ideas in higher educational institutions of the Kyrgyz Republic, by Decree of the Cabinet of Ministers of the Kyrgyz Republic dated March 3, 2023, No. programs. The decree establishes the procedure for organizing and holding a competition of start-up projects in higher educational institutions of the Kyrgyz Republic participating in the pilot program “Student Startup”, as well as the procedure and conditions for providing state financial support to start-up projects selected based on the results of the competition.

The duration of the pilot program is 3 years.

The Decree comes into force seven days after the date of its official publication.

On the introduction of the procedure for registration of medicinal products for medical use

The Decree of the Cabinet of Ministers of 7 March 2023 approved the Procedure for State Registration of Medicines for Medical Use.

The registration of medicinal products in accordance with the Decree shall be carried out until 31 December 2023, the validity of the registration certificates of medicines issued in accordance with the Procedure shall be established no later than 31 December 2025, confirmation of registration and changes in the registration file of the drug in accordance with the Procedure shall be carried out also until 31 December 2025.

The decree enters into force after fifteen days from the date of official publication.

On the consideration of issues on the transfer of land intended for the use of renewable energy sources

By the Decree of the President of the Kyrgyz Republic on 23 March 2023, UP N 62 was instructed to grant the Green Energy Fund under the Cabinet of Ministers of the Kyrgyz Republic the right of indefinite (without specifying a deadline) Land suitable for renewable energy use.

The decree takes effect on the date of official publication.

On the formation of an interdepartmental working commission to test existing and under-construction buildings for seismic resistance

Taking into account the latest earthquakes that occurred in the territory of the Republic of Turkey, as well as the displacement of continental plates in the world, as a result of which dangerous processes and phenomena may intensify in the territory of the Kyrgyz Republic, which in turn will lead to significant destruction and human casualties, in order to prevent the above tragic events on the territory of the Kyrgyz Republic and timely preparation of state bodies for possible earthquakes, an interdepartmental working commission was formed to check existing and under construction buildings for seismic resistance.

The Interdepartmental Commission was instructed to verify the compliance of high-rise construction facilities on the territory of the Kyrgyz Republic with the requirements for earthquake-resistant construction within three months and, based on the results, submit information to the Cabinet of Ministers of the Kyrgyz Republic.
