On the introduction of a temporary ban on the export of scrap and ferrous metal waste from the Kyrgyz Republic outside the customs territory of the EAEU

The Resolution of the Government of the Kyrgyz Republic dated 23 March 2021 No. 109 established a temporary ban for a period of 6 months on the export (export) from the Kyrgyz Republic outside the customs territory of the Eurasian Economic Union of scrap and waste of ferrous metals, ingots of ferrous metals for remelts.

The Resolution entered into force on 12 April 2021.

On the introduction of a temporary ban on the export of mineral fertilizers from the Kyrgyz Republic outside the customs territory of the EAEU

The Resolution of the Government of the Kyrgyz Republic dated 16 March 2021 No. 97 approved a temporary ban, for a period of 6 months, on the export (export) of mineral fertilizers from the Kyrgyz Republic, approved in a special List.

The Resolution entered into force on 25 March 2021.

On amendments to the law of the Kyrgyz Republic “On public procurement”

The Law of the Kyrgyz Republic dated 5 March 2021 No. 28 amends the list of cases of procurement by direct contracting method.

Thus, the procuring entity has the right to independently conduct procurement by direct contracting in case of procurement of medicines and medical devices through organizations (representative offices) established by the UN, which have signed a contract (agreement, memorandum) with the Government of the Kyrgyz Republic.

In this case, the order of organization of such public procurement is established by the decision of the Government of the Kyrgyz Republic.

The law enters into force from the date of its official publication.

On introduction of additional liability for violations of the management procedure in the sphere of settlements, accounting and taxation

In accordance with the amendments made by Law dated 10 March 2021 No. 30 to the Code on Violations of the Kyrgyz Republic, liability was introduced for the following types of violations:

– Movement of goods and vehicles across the state border of the KR from the territory of EAEU countries without appropriate documents;

– reuse of used means of identification or import of goods into the customs territory of the EAEU, as well as storage and sale of goods subject to marking with the appropriate means of identification without applying the means of identification;

– production, import and sale of alcoholic beverages and tobacco products without excise stamps;

– sale of cigarettes at a price below the minimum retail price;

– violation of the procedure for selling petroleum products.

Liability for failure to submit a single tax return has been expanded. Now, in addition to the failure to submit a single tax return there is liability for submission of a single tax return with unreliable, incomplete or distorted information.

The law enters into force after fifteen days from the date of its official publication.

On the abolition of the procedure for requesting certificates and documents in paper form from individuals and legal entities

In order to implement the Decree of the President of the Kyrgyz Republic “On further measures to improve the availability and quality of state and municipal services to the population” state agencies and local governments are instructed to abolish starting from 1 April 2021 the procedure of requesting from individuals and legal entities certificates and/or documents in paper form provided by state agencies and local governments in the provision of state and municipal services, according to the order of the Government of the Kyrgyz Republic approved on 31 March 2021.

It is determined that in the provision of state and municipal services the exchange of service data between state agencies and local governments is carried out through the system of interagency electronic interaction “Tunduk”.

The order enters into force on April 1, 2021.
