The rules of pledge of movable property have been changed

The law excludes the voluntary basis for the registration in electronic form of the right to claim for the performance of obligations (under the contract) in respect of movable property and regulates the prevention of the inclusion in the pledge agreement of a provision prohibiting or restricting the subsequent pledge of movable property.

Also, the Code of the Kyrgyz Republic on Violations introduces liability for violations of the law on pledge (late entry in the pledge notice on the termination of the pledge).

On approval of the procedure for the organization of environmental corridors in the Kyrgyz Republic

In order to develop and improve the efficiency of the network of specially protected natural territories to ensure their spatial connection and preserve biological diversity, the Government of the Kyrgyz Republic approved the Procedure for Organizing Environmental Corridors in the Kyrgyz Republic on 1 April, 2021, which regulates the creation and establishment of regimes for the protection of environmental corridors and the use of land included in them.

An ecological corridor is a part of the ecological network, represented by protected areas of land and water bodies that connect specially protected natural territories to each other to ensure the natural migration (distribution) of objects of the animal and plant world and the preservation of biological diversity.

The Resolution comes into force on 23 April, 2021.

On the introduction of a temporary ban on the export of medicines and medical products from the Kyrgyz Republic

Resolution of the Government of the Kyrgyz Republic #136 of 9 April, 2021 establishes a temporary ban, for a period of 6 months, on the export of medicines and medical devices from the Kyrgyz Republic in accordance with the approved list, introduced after 3 days from the date of entry into force of this resolution.

The Resolution comes into force on 13 April, 2021.

The procedure for filing a declaration on the voluntary declaration of property and income has been approved

Resolution of the Government of the Kyrgyz Republic #158 of 20 April, 2021 approved the Procedure for filling out and certifying the declaration on voluntary declaration of property and income, according to which property and income formed and/or acquired at the expense of income received before 1 January, 2020 by individuals who own objects of voluntary declaration in the Kyrgyz Republic, without the corresponding payment of tax and customs payments, social insurance deductions and other mandatory payments, is subject to declaration. The resolution also approved the form of the declaration form and the Classifier of objects of voluntary declaration of property and income.

It is established that the re-registration of the object of voluntary declaration to the declarant is carried out on the basis of an agreement on the gratuitous transfer of the declared property to the ownership.

The Resolution comes into force on 1 January, 2021.

On the procedure for issuing permits and other documents by state bodies and other organizations for the implementation of foreign economic activity on the principle of “single window”

Resolution of the Government of the Kyrgyz Republic # 157 of 20 April, 2021 approved the Regulation on the procedure for issuing Permits and other documents by state bodies and other organizations for the implementation of foreign Economic activities on the “single window” principle, which was developed in order to optimize administrative procedures for the formation of an information base of permits and other documents for the implementation of foreign economic operations and is the legal basis for the coordination of activities, information and other interaction in the preparation and issuance of documents for the implementation of foreign economic activity on the principle of “single window” between the State Enterprise “Center” Single Window “in the field of foreign trade” and departments and organizations involved in the process of registration and issuance of documents necessary for the implementation of foreign economic activity.

The Ministry of Economy and Finance of the Kyrgyz Republic is designated as the authorized state body in the field of regulation, administration, as well as technical support of the “single window” information system in the field of foreign trade.

The Resolution comes into force on 7 May, 2021

About carrying out the national campaign for the state re-registration of vehicles in the period from 1 June to 31 December, 2021

By the Resolution of the Government of the Kyrgyz Republic #163 of 22 April, 2021, the State Registration Service was instructed to conduct a national campaign for the state re-registration of vehicles of individuals and legal entities in the period from 1 June to 31 December, 2021.

For the period of the national campaign, the fee rate for the state re-registration of vehicles is set at zero percent.

The decree comes into force on 23 April, 2021.

The action plan for the preparation of economic sectors and the population of the Kyrgyz Republic for the autumn-winter period of 2021/2022 was approved

In order to provide the sectors of the economy and the population with electric, thermal energy and fuel resources, to prepare the ministries, the state committee, the administrative department and the regions of the republic in time for the autumn-winter period of 2021/2022, the Government of the Kyrgyz Republic approved the Action Plan for the preparation of the sectors of the economy and the population of the Kyrgyz Republic for the autumn-winter period of 2021/2022 by Resolution #137 of 9 April, 2021.

State bodies and energy companies are instructed to ensure the implementation of the Action Plan, limits on the consumption of electric energy and capacity, schedules and tasks.

The Resolution comes into force on 22 April, 2021.
