On amendments to certain legislative acts of the Kyrgyz Republic in connection with the adoption of the Digital Code of the Kyrgyz Republic.
The Law of the Kyrgyz Republic «On Amendments to Certain Legislative Acts of the Kyrgyz Republic in Connection with the Adoption of the Digital Code of the Kyrgyz Republic» has been signed.
The Law is aimed at aligning the terminology and provisions governing operational-search and counterintelligence activities with the provisions of the Digital Code of the Kyrgyz Republic, as well as enhancing the effectiveness of cooperation between state authorities and telecommunications sector entities in the context of the digital transformation of law enforcement and special activities.
In particular, amendments have been introduced to the Criminal Procedure Code of the Kyrgyz Republic and the laws of the Kyrgyz Republic «On Operational-Search Activities», «On Counterintelligence Activities,» and «On the Licensing and Permitting System in the Kyrgyz Republic».
The Law shall enter into force ten days after the date of its official publication.
On the adoption of the Law of the Kyrgyz Republic «On Climate Action»
The Law of the Kyrgyz Republic «On Climate Action» has been adopted.
The Law regulates public relations in the field of climate action and establishes the legal framework for implementing measures aimed at minimizing the impact of climate change on the population, economy, and ecosystems of the Kyrgyz Republic, ensuring climate resilience and low-carbon development.
The Law defines the goals, objectives, principles, and main directions of state policy on climate change, requirements for its development, the framework for climate finance, monitoring and evaluation, as well as the development of research activities, capacity building, and the development and transfer of climate technologies.
The Law shall enter into force on January 1, 2027.
On amendments to certain legislative acts of the Kyrgyz Republic concerning the inheritance of electronic money.
Amendments have been introduced to the Civil Code of the Kyrgyz Republic and the laws of the Kyrgyz Republic «On the Payment System of the Kyrgyz Republic» and «On Banks and Banking Activities» concerning the inheritance of electronic money.
Electronic money is classified as an object of civil rights. It is established that, in the event of the death of an electronic money holder, the right to claim its redemption forms part of the inheritance in accordance with the civil legislation of the Kyrgyz Republic.
The Law also establishes the obligations of an electronic money issuer upon receipt of a request from a notary, a letter from the relevant state authority, or a claim from heirs (legal successors) or their legal representatives in connection with the death of an electronic money holder.
In addition, electronic money is included in the list of information constituting bank secrecy. Such information may be provided by a bank to the client’s heirs (legal successors) upon presentation of documents confirming their inheritance rights, as well as to notaries and authorized officials of foreign missions of the Kyrgyz Republic handling inheritance cases.
The Law shall enter into force ten days after the date of its official publication.
On declaring September 1, 2026 a non-working day for certain categories of employees in the city of Bishkek.
By Resolution of the Cabinet of Ministers of the Kyrgyz Republic, September 1, 2026 has been declared a non-working day for certain categories of employees in the city of Bishkek.
The measure is aimed at reducing the burden on transport infrastructure and ensuring security during events involving the heads of state of the Shanghai Cooperation Organisation member states. The non-working day, with employees retaining their average daily salary, applies to employees of state and municipal organizations, institutions, and enterprises in the city of Bishkek financed from the state budget.
Heads of privately owned legal entities in the city of Bishkek are also recommended to grant their employees a non-working day on September 1, 2026, with retention of their average daily salary.
The Resolution shall enter into force on July 15, 2026.
On amendments to certain legislative acts of the Kyrgyz Republic concerning gender equality
Amendments have been introduced to certain legislative acts of the Kyrgyz Republic concerning gender equality.
The Law is aimed at strengthening guarantees of gender equality and protection against discrimination, violence, and harassment, particularly in the workplace, as well as improving state regulation in this area.
In particular, amendments have been introduced to the laws of the Kyrgyz Republic «On State Guarantees of Equal Rights and Equal Opportunities for Men and Women,» «On the State Civil Service and Municipal Service,» and «On Protection and Safeguarding against Domestic Violence,» as well as to the Criminal Code of the Kyrgyz Republic.
The Law introduces and clarifies the concepts of gender-based violence, sexual harassment, indirect discrimination, and workers with family responsibilities. It strengthens employers’ obligations to prevent discrimination and harassment, protect employees, and consider complaints; establishes the principle of equal pay for work of equal value; and introduces gender representation requirements in the state civil and municipal service, under which persons of one sex may not constitute more than 70 percent.
In addition, the Law expands requirements for maintaining gender statistics and conducting gender analysis of legislation and strengthens liability for violations of the principle of equality.
The Law shall enter into force ten days after the date of its official publication.
On the adoption of the Law of the Kyrgyz Republic «On Venture Financing»
The Law of the Kyrgyz Republic «On Venture Financing» has been adopted.
The Law regulates relations arising from venture activities in the Kyrgyz Republic and establishes the main principles of state policy in the field of venture financing. Its provisions are aimed at improving the investment climate and stimulating venture investments by creating a favorable legal framework and providing guarantees to investors in accordance with market requirements and generally recognized international rules governing venture activities.
The Law is also aimed at developing venture financing as one of the sources of support for innovation and new approaches to doing business, promoting the establishment and growth of high-tech and innovative companies and start-ups, as well as globally competitive products and services.
In addition, the Law defines the main instruments used in venture activities and establishes a legal framework for their application, while creating favorable conditions for the activities of business angels and venture investors.
The Law shall enter into force fifteen days after the date of its official publication.
On the establishment of the policy rate by the National Bank of the Kyrgyz Republic
By resolution of the Board of the National Bank of the Kyrgyz Republic, the policy rate of the National Bank of the Kyrgyz Republic is set at 12 percent per annum.
This resolution shall enter into force on July 28, 2026.
